Workplace Inspections in Norway
Compliance obligations and employer responsibilities
The Labour Inspection Authority in Norway (Arbeidstilsynet) has been allocated increased government funding and granted broader legal powers to identify and address violations more efficiently. This means that the Norwegian authorities are intensifying their efforts to combat labour crime, social dumping, and employer non-compliance. A new labour crime section has been established in the Oslo area, tasked with closely monitoring high-risk sectors such as construction, transport, and cleaning — industries where vulnerable workers are often at greater risk of exploitation.
This renewed focus means that inspections will be more frequent, more targeted, and backed by stronger legal tools, including the ability to impose higher administrative fines and refer serious breaches to cooperating agencies. The emphasis is not only on uncovering illegal practices but also on holding employers accountable for ensuring decent working conditions and full legal compliance.
